• Building a citizens' Europe

http://ec.europa.eu/citizenship/index_en.html The EU's Europe for citizens programme seeks to bridge the perceived gap between the general public and the institutions of the European Union. From 2007 to 2013, it will fund activities which promote active European citizenship, build an inclusive European identity and promote common ownership of the European project. It puts citizens in the spotlight and responds to the need to improve citizen participation in the construction of Europe.

Next year is 'European Year of Citizens', but will it succeed in informing people of their rights where previous efforts have failed? 2013 has been declared 'European Year of Citizens'. The aim is to raise awareness of what being an EU citizen means, the rights it confers -- including free movement and democratic engagement -- and how to make use of those rights. Why? We asked the MEP who wrote the report and another who's less convinced. This gives new momentum 20 months before the European elections to increase awareness of the rights, as we have already said, and to convince people that they should participate in what is happening in their daily lives, in the decisions taken by the European institutions and to vote in the next European elections. If people become more aware of their rights to travel between countries, to take up work and to avail of public services in different countries, then that's a positive. But I think a lot of people would just look at the name and think, 'Well, this is an EU that's destroying people's civil rights in Europe, that is driving an austerity agenda that is pushing people into poverty.' Is an economic crisis the right time to be doing this? People are aware that the problems are there to stay for some time, so they need concrete solutions to their daily problems. They want policies in order to tackle the severe problems and to face the obstacles when people move from one place to another, especially when they live in a third country. They need protection and they need to be aware of how to implement the rights given to them by the Union. It's always a good time to tell people about their rights. If it's about going from one country to another it's always a good time to do that. But I think, certainly, that the idea of us being citizens in a democratic, functioning Europe will just ring very hollow for a lot of people, because it's not people's day-to-day experience. Project implemented with support of "Europe for Citizens" programm - 13 - 16 September 2017 http://stepuprzeszow.weebly.com/ https://www.facebook.com/StepUpICE/ "STEP UP - Involving Citizens of Europe" is a project implemented with support of "Europe for Citizens" program developed by the City of Rzeszów as a leader with 9 European cities; Nyíregyháza, Satu Mare, Pula, Stropkov, Svidník, Prešov, Lviv, Ivano-Frankivsk and Luck. The main goal of the project is to exchange experience and good practises in the field of Participative Democracy and to present tools used by local governments in order to create opportunities for all citizens to make meaningful contributions to decision-making process. Exchange of experience and possibility to talk through wide range of different tools of social inclusion will facilitate its implementation in the future to each partner and allow them to avoid unnecessary difficulties and costs. Furthermore it will be opportunity to strengthen cooperation between cities on the regional level. Added value and significant outcome of the project would be conveying all knowledge and experience to partner cities from Ukraine (Ivano-Frankiwsk, Lviv and Luck), which is in dynamic process of transformation and decentralisation requiring from local governments much closer cooperation with citizens. The starting point for the “Debate on the future of Europe" should be a debate about actions which lead to the creation of strong social commitment and activate cooperation between different groups of local communities. Participative democracy is a bottom-up process of defining priorities and co-creation of common solutions related to the city development. Participation allows to create and to build urban space by residents for residents, and their involvement has direct impact on applied solutions and measurements. It is also an important educational process, increasing the level of competence among citizens, including responsibility for their own community and surroundings which leads to the more dynamic and sustainable local development. It also implies increase in quality of decisions made by authorities and effectiveness in public money spending by monitoring this process on multiple stages. With a large variety of groups participating in the project will be possible to learn different points of view and to gather more opinions about applied solutions as well as to outline different perspectives related to the subject. During our sessions we will work on issues related to the difficulties in implementing the tools of participatory democracy, methods of encouraging people to take active role in local community life, the advantages and disadvantages of each tool and much, much more.

The main objective of the project was to raise the desire of becoming active citizens among young Europeans. This youth exchange helped participants to understand what is their role in EU. The project allowed us and our partners to develop a better understanding of own actions in European framework and participants to experiment a new form of non formal learning. We were using art as the main tool and together we created a small performance for local high school about active European citizenship.

There are no longer any frontier controls at the borders between 22 EU countries. This is thanks to the Schengen rules (http://europa.eu/legislation_summaries/justice_freedom_security/free_movement_of_persons_asylum_immigration/l33020_en.htm) which are part of EU law. These rules remove all internal border controls but put in place effective controls at the external borders of the EU and introduce a common visa policy. All EU countries are full Schengen members except for Bulgaria, Cyprus, Ireland, Romania and the United Kingdom. Iceland, Norway and Switzerland are also Schengen members but are not in the EU. You will therefore need to present a valid passport or ID card when travelling to the five non-Schengen countries and when entering or leaving the EU at the external borders. Carry them when travelling in the EU because they may be required for identification or security purposes. Be aware that the only valid ID is the one obtained from national authorities. Check the Public Register of authentic identity and travel documents (http://www.consilium.europa.eu/prado/EN/homeIndex.html). Make sure that any children travelling with you either have their own passport or ID card or are registered on your passport. By 26 June 2012 all children who wish to travel will have to have their own passport. More information on the free movement of people within the EU (http://europa.eu/legislation_summaries/justice_freedom_security/free_movement_of_persons_asylum_immigration/index_en.htm).
