• EU Citizens' rights & brexit

    On 23 June 2016, the majority of the UK's electorate voted to leave the European Union. "Brexit" will become effective on 29 March 2019 and when the negotiations on the terms of exit have been concluded. Until then, the UK remains an EU member state with all rights and obligations. The referendum result in itself has no immediate effect on the nationality, residence or social security status of EU citizens in the UK. But the result of the referendum has created great uncertainty in the lives of many European citizens living in the UK. This video highlights the EU's position and priorities and explains the current situation in terms of EU citizens' rights and Brexit.

The project allowed us and our partners to develop a better understanding of own actions in European framework and participants to experiment a new form of non formal learning. We were using art as the main tool and together we created a small performance for local high school about active European citizenship.

Europe for Citizens is an EU programme that funds activities that facilitate citizens to become involved in decisions that affect them. Civil society organisations around Europe have availed of funding through this programme to bring people together to discuss European issues and allow their voices to be heard. Ballymun Job Centre in Dublin acquired Europe for Citizens funding in 2015 for a unique, transnational project. Bringing together citizens from urban disadvantaged areas in Dublin, Romania and Italy while also partnering with ENSI in Belgium allowed Ballymun Job Centre to analyse and pilot methods of participation. On 17 June 2016, Ballymun Job Centre gathered their partners and supporters in Dublin's Smock Alley conference centre to share learning gathered over the 18-month project. Our video showcases this lively event and unique project. Around 600 EU citizens in the UK held a rally in London’s Trafalgar Square, Wednesday, to call on the UK government to recognize and guarantee their rights in post Brexit Britain. Dubbed ‘CitizensRally’ and organised by The 3 Million campaign, the rally drew a range of people with various occupational backgrounds, with placards emphasizing the role EU citizens play in UK institutions such as the NHS. One tearful attendee said she felt “betrayed” by the UK and government, adding that she has “lived here for 31 years and as the rule stands I do not qualify for permanent residency.” The UK government has refused to guarantee the rights of European citizens in the UK post-Brexit, with leaked Home Office papers indicating a tightening of the rules regarding immigration and family unifications in the post-Brexit era. The number of people being told to go has more than tripled in three years. Even having a job is not enough to be allowed to stay, as is the case of Italian accordion player Silvia Gurria, who has lived in Brussels for three years. "The letter says that because I have an integration work contract, 30 percent of my salary is funded by the state. Suddenly they simply consider it's too big a cost to the state. That's the main motivation behind the eviction notice," explained Gurria. According to the 2004 European directive on the free movement of workers: "Persons exercising their right of residence should not, however, become an unreasonable burden on the social assistance system of the host member State during an initial period of residence." This gives EU member countries the right to expel EU citizens. Those asked to leave include people who have lost their jobs and students no longer studying. "It is not particulary severe, it's just... it's reasonable and it's in keeping with European legislation. Even if there are currently a large number of people whose stays have been refused, the law entitles us to make these decisions. So I think we have correctly and objectively applied European and national legislation," said Dominique Ernould from the Belgian Office for Foreigners. Most of the notices have been sent to Romanians and Bulgarians. Third and fourth are people from Spain and Italy respectively. The majority of those who have left the nursing profession left because of staffing levels and workload, which wouldn’t be an issue in we trained and employed enough staff to begin with. And the situation has no doubt been made worse by the government’s 1% cap on annual pay rises for NHS workers, which has seen nursing pay fall by 14% in real terms since 2010. “We must also be blunt in saying that the increased demand on services has been exacerbated because successive UK governments' have allowed net migration, at levels unprecedented in modern times, to outstrip the ability of our public services to cope. "The figures from NHS Digital show that the number of patients registering with GPs has risen by more than two million in the past four years and we just don’t have the infrastructure in place to cope with such demand. “David Behan, the CQC’s chief executive, is, of course, quite right when he says that the NHS is struggling to cope with 21st-century problems. Unlike many of the illnesses that were present at the birth of the NHS, much of today’s illnesses are linked to unhealthy lifestyle choices. The success of the anti-smoking campaigns, over the past few decades, illustrates that it is possible to alter human behaviour so the Government must do more to promote healthier lifestyle choices. “The CQC report states that the future of the NHS is precarious, and as bed occupancy levels within the NHS fast approach 90% capacity, the NHS will no doubt struggle to cope with the spikes in demand this winter. “If the NHS, after delivering almost 70 years of free healthcare to the people of Britain, collapses whilst in the hands of the Conservatives, the electorate will never forgive them."
